These days, there is often considerable debate around scientific data. Such controversies are often as much about the science as they are about values. Yet leaders still have to make decisions even if the topic is controversial.


How can policy makers best interpret the evidence and evaluate the competing arguments that exist for an issue? How can they interpret the evidence within a specific context and make the best decision? Some decision-making tools are given.
